The 2015 proposal
An Aadhaar-linked Kisan smart card that is land-record, credit, ration, insurance, health and co-op card in one — carrying soil tests, sowing, harvest, sales and credit history, with SMS alerts.
Where it stands in 2026
It arrived as a registry, not a plastic card — the more powerful form. AgriStack’s Farmer ID (‘Kisan ki Pehchaan’) gives each farmer a unique, Aadhaar-seeded identity linking their land parcels, the crops they actually sow (captured by a mobile Digital Crop Survey each season) and the benefits they draw — alongside the Kisan Credit Card, the Soil Health Card and PM-KISAN. This is the architecture India pioneered with Aadhaar and UPI: not a card in the pocket but an identity in a registry, reached through APIs. Several states are already enrolling farmers at scale, against a national target in the order of a hundred million IDs.
The open gap
Identity is solved as a registry; the consented open-API layer that lets a farmer carry their own data into any app is only now opening.
The path to close it
Identity is largely solved as a registry; the real unlock now is consented, open API access. Today the data flows mostly one way — into the state. Turn it around with a consent layer built on the account-aggregator / DEPA pattern, so a farmer can authorise a bank, an FPO or a private advisory app to read their land, crop and credit record for a single purpose and a fixed period — and can pull their own data out, not just have it held about them. That consent layer is what converts a government database into a card the farmer actually carries between services. Two tasks complete it: finish the Digital Crop Survey nationwide so the registry is current rather than historical, and publish a stable, audited open-API specification with privacy safeguards, so the ecosystem the deck imagined can be built on top by anyone the farmer trusts.

- A consent layer (DEPA / account-aggregator) so a farmer can authorise any vetted app to read specific records, for a fixed period.
- Farmer-side data portability — the farmer can export their own land, crop and credit record, not just the state.
- An open, audited public API with published privacy safeguards and access governance.
- Interoperable with the KCC, Soil Health Card and PM-KISAN rails.
